Federalism accessible as a democratic solution for countries those are ethnically, religiously, linguistically and culturally different. In this regard, after 2003, a federal system was proposed for Iraq and enshrined in the 2005 constitution. However currently, many observers claim that the federal system in Iraq has failed, so we must look for an alternative. But in fact, this view comes from the wrong perspective due to a fact that the federal system in Iraq has not yet been fully implemented to decide whether it has failed or not. Federalism is still the best option for Iraq, but only if there is a federal will and a democratic spirit to implement it. In other words, the problem is not with the federal system, but with the extreme mentality that does not obtain the federal system. The result of this central mentality has created a number of obstacles to the implementation of this system. Therefore, in this article we will highlight the obstacles that have prevented the implementation of the federal system in Iraq.

A federal system is an appropriate solution for an ethnically, religiously, linguistically and culturally diverse society such as Iraq, if implemented in a democratic spirit. However, the absence of a culture of democracy in Iraqi society and the existence of a strong central mentality, the existence of a negative attitude towards the federal system has caused no will by the federal government and its main forces and characters to implement the federal system.
