Recently the revenue of Kurdistan region equivalent to the 13 billion dinars, therefore the Kurdistan region government (KRG) can organize his costs such as distributing his employee’s salaries. The crude oil price is very good and income has increased in custom points. The importance of budget law is to distribution of the employee’s salary being fixed without cutting.

Since a day that the budget law has been approved, it must be a delegation of KRG go to Baghdad because that’s Baghdad should to pay Erbil not in contrary. There is not sending any share to Erbil after two months voting on the budget law of 2021 by Iraqi parliament.
There are several causes for not carry out the law budget of Iraq, one of them is appeals by the Government of Iraq and another one is article 11 of the budget. The appeal has interests of KRG because the Iraqi government wants to change the subject of delivering 460 thousand crude oil barrels per day by Kurdistan into 250 thousand crude oil barrels. The reason behind this request of Baghdad is the Iraqi government aims to decrease his responsibilities with OPEC + because he has commitments to the laws of OPEC+.
Delaying sending the share of KRG has another factor which was issuing the law in ministries council and financial ministry needs time to issue the law. And then, it requires an art committee from Erbil go to Baghdad due to addressing the techniques of implementing the budget law to indicate the KRG shares and also determine how to delivery whether it will be separated by two accounts or it will cut the shares of KRG and send its remains.
The budget law can be implemented until the court’s decision on the Iraqi government’s appeal is issued. What is pleasing is that there are no political and legal problems, only some artistically left to reach the last understanding to send KRG’s shares.
What is remain on the matter is follow the investigation by both Federal Board of Supreme Audit within collaborations of KRG’s Board of Supreme Audit, the KRG must give list of employees include military and civil employees.
