Reforms in Kurdistan region

Kurdistan region have been involved with deep corruptions after 28 years of self-governing because of lack of clear political power, independence economy, successful management and social equality on the principles of democracy.

In Kurdistan region each of sectors of (political, economy and social, etc...) requires deep reform.

Kurdistan region have been involved with deep corruptions after 28 years of self-governing because of lack of clear political power, independence economy, successful management and social equality on the principles of democracy.

 

The fields that need reforms are:

1.Political.

2.Administration.

3.Economical.

4.Justice.

5.Security and army.

6.Social.

 

Part One: Political Reform

 

What we mean by political reform is Kurds individuals decide by themselves to elect who they want for ruling instead of obligatory chooses of groups to lead them. This means political democracy in the process of elect representatives.

 

What is requiring for political reform is:

1.Preparing constitution is guarantees of this reform because it wills not everyone to issue laws for their interests and ignore laws as well.

2.Modifying laws of political Parties of Kurdistan which is the main cause of corruption is Kurdistan region includes avoided having military army by political parties, cutting unclear incomes of Political Parties.

3.Modifying election laws which make the guarantee of clear election in each sector.

 

Part Two: Administration Reform

In Iraqi constitution (2005) is mentioning that self-governing for governing provinces on the principles of constitution have issued Iraqi provinces laws. Moreover the laws directly refer to council of ministry of central government.

Regards to Kurdistan region, two contrast laws have issued: first one by Kurdistan parliament about province’s laws and the second one by ministry of interior. The first one belongs most of authority’s province councils and issued some principle for governor’s duties, but the second one have obliged the governor to work under hands of the minister of interior. Therefore for doing administration reforms, the laws of ministry of interior needs to be modify and linked with council of ministries.

 

Part three: Economy Reform

 

In Kurdistan region we have four money stores for retirements, the process of retirements need arrangements as the one who want retire must be between 50-63 years old with at least 25 years of services at public sectors. By issuing one law the whole money stores have organize and thus we do a big reform in this sector cause there are lots of corruption in each of them.

 

Part Four: Justice Reform

 

In each system of political rules (democracy and dictatorship), the power of courts must be independence, for doing this the personality of judges must be independence in administration and financials. The personality of judges should be alone in decisions without influences of others.

 

Part Five: Security and army Reform

 

The Peshmerge forces should make unit as systematic force and stable in Kurdistan region’s borders. Additionally, should to issue a law to questions those who obey the law, moreover, they to work for behalf of Kurdistan and the name of Peshmerge nothing else.

 

Refers to Asaish (Kurdish security force) and others forces that works on information must link with Council of Ministries and the down town forces only secure by police under the observations of ministry of interior.

 

Part Six: social Reform

The target of this reform is social equality. This means work for reaching freedom and rights of individuals. While, there is not constitution of Kurdistan region, but regards to Iraqi constitutions there are many rights which can reach for Kurds individuals.

 

For implementing reforms in this field, we need to arrange organization duties and do not allow political Parties to intervene. Meanwhile their budgets have arranged under investigations of financial investigation institution.
